The Level 7 Diploma in Strategic Health and Safety Management and Leadership is designed for senior health and safety professionals who lead organisational H&S strategy, influence culture, manage risk at a corporate level and oversee compliance across complex operations.

This qualification is ideal for Health and Safety Managers, Heads of H&S, HSE Directors, Senior Advisors and anyone responsible for shaping and driving health and safety performance across an organisation.

It is assessed entirely through your real work. There is no written coursework, no exams and no classroom attendance. You will complete the qualification through a structured professional discussion on Zoom supported by evidence from your role, such as risk management documents, strategic plans, investigations, audits, leadership activities and organisational policies.

Completion of this Level 7 Diploma provides access to CertIOSH membership with IOSH and is recognised by employers as a senior-level health and safety qualification.

Most candidates complete within 4 to 12 weeks, depending on experience and how quickly evidence can be provided.

Your assessment is carried out through a structured professional discussion on Zoom. There is no written coursework and no exams. Instead, you will talk through how you lead and manage health and safety at a strategic level, using real examples from your role.

Your assessor will guide the discussion and reference your evidence where needed. Evidence can include risk management documents, strategic plans, incident investigations, leadership activities, audits, sustainability work or H&S performance reports.

This approach makes the qualification achievable even for candidates who prefer verbal explanation rather than written assignments.

Your assessor will ask reflective, practical questions that relate directly to your responsibilities and the evidence you provide. These questions align with the ProQual assessment criteria in the specification .

Below are examples of Level 7–appropriate prompts:

Assessor: Talk me through how you ensure your organisation’s health and safety management system aligns with recognised standards, such as ISO 45001. How do you identify any gaps and address them at a strategic level?
Learner: I benchmark our system against ISO requirements using a gap analysis, then create an action plan for leadership approval. This includes policy updates, audits, performance indicators and communication plans so the system is aligned with organisational objectives.

Assessor: Can you explain how you influence safety culture across the organisation and ensure consistency between departments or sites?
Learner: I use leadership engagement meetings, performance dashboards and targeted interventions. I also analyse patterns in behaviour, audits and incident data to address root causes and keep health and safety aligned with organisational values.

These discussions focus on what you actually do in your senior role.

Evidence must show that you operate at a senior, strategic level. Examples include:

Risk-based evidence
• Corporate or divisional risk registers
• Strategic risk assessments
• Business continuity or crisis management planning

Organisational and leadership evidence
• Safety culture reviews or improvement plans
• Sustainability reports relating to H&S performance
• Senior leadership meeting minutes or board reports
• H&S strategies, objectives or KPIs

Incident and investigation evidence
• Root-cause analysis reports
• Incident trend analysis
• Digital technologies used for investigations or monitoring

Operational and system-level evidence
• ISO 45001 gap analysis or implementation documents
• Ergonomic assessments
• Biological or ecological risk assessments
• Strategic training plans or competency frameworks

Witness Testimony
A senior leader (Director, Head of Department, or similar) may be asked to complete a short witness testimony confirming your responsibilities. Your assessor will follow this up with a verification call.

Your assessor will explain exactly what to provide and help you map each document to the learning outcomes.

Most candidates complete within 4 to 12 weeks, depending on experience and evidence readiness.

You have up to 12 months to complete the qualification if you need more time.

When you click the red “Book Your NVQ Now” button, you will complete a short profiling form. This form gives you an overview of the units and includes examples of the evidence you may need.

Once submitted, an assessor will give you a quick call to confirm that the qualification matches your senior responsibilities. If approved, an invoice will be issued. Profiling is fully non-committal. You can ignore the invoice if you do not wish to continue. If you proceed, you can start the same day.

Yes. If you need to get back on site you can apply for the Red Experienced Technical, Supervisor or Manager (TSM) CSCS Card while completing this NVQ.

The card confirms that:

  • You are an experienced Health and Safety practitioner

  • You have been profiled and approved for the NVQ

  • You are registered and actively working towards completing it

This allows you to return to work, gather the evidence you need and then upgrade to the Black CSCS Card once you achieve the NVQ.

To qualify you must be registered for the NVQ, have relevant experience and have passed the CITB Managers and Professionals HS&E Test within the last two years.

Completion of this Level 7 Diploma provides direct access to CertIOSH membership with IOSH.

Once you receive your certificate you can apply directly to IOSH by submitting:

• Your NVQ certificate
• Your CV
• Your online application

IOSH confirms eligibility and then provides instructions for progressing toward CMIOSH via the Professional Development process.

Yes. If you work in construction, this Level Diploma provides a recognised route to Chartered Membership of the CIOB (MCIOB).

Once you complete the NVQ, you can apply directly to the Chartered Institute of Building through the Qualified and Experienced Practitioner Pathway. This is CIOB’s assessment route for experienced professionals who want to become Chartered without completing a university degree.

To apply, you will need to:

  • Create an online CIOB account

  • Upload your Level 7 NVQ certificate

  • Submit an up-to-date CV

  • Provide written examples from your work demonstrating competence in areas such as managing safety, planning, leadership, project delivery, risk control, quality and communication.

CIOB will assess your submission and decide whether it meets the Chartered standard.

If your application is successful, you will be awarded full MCIOB. If it is not, CIOB will advise you on the experience or evidence you need before reapplying.

• Sustainability or wellbeing performance data
• Witness testimony from a senior leader

Your assessor will guide you and help you choose the right evidence.

You have 12 months in total if you need more time.
