Level 6 or Level 7 NVQ for Project Managers?
One of the most common calls we receive from experienced construction professionals starts with the same question:
“I’m a Project Manager. Should I do the Level 6 NVQ Diploma in Construction Contracting Operations Management or the Level 7 NVQ Diploma in Construction Senior Management?”
The reason this question comes up so often is simple. Project Manager is one of the few roles where both qualifications can be appropriate. The right choice depends not on job title, but on the scope of responsibility within the project.

Why Project Managers sit in the overlap
For most construction roles, the NVQ route is fairly clear:
- Site Managers complete a Level 6 NVQ Diploma in Construction Site Management
- Buyers, planners, estimators and quantity surveyors typically complete the Level 6 NVQ Diploma in Construction Contracting Operations Management
Project Managers are different.
Some Project Managers are responsible for overall control of a construction project, from early planning through to completion. Others are responsible for a defined part of a wider project, working within a structure set by someone else.
That difference in responsibility is what determines whether Level 6 or Level 7 is the right fit.
Level 7 NVQ for Project Managers
The Level 7 NVQ Diploma in Construction Senior Management is designed for senior-level construction roles.
For Project Managers, Level 7 is usually appropriate where you are operating at a senior level and have broad responsibility across a project or multiple projects.
This typically applies where the Project Manager:
- Has oversight of the whole project, or responsibility across multiple projects
- Influences or sets programme, commercial and delivery strategy
- Leads and coordinates multiple disciplines
- Holds senior accountability for project outcomes
- Line manages other managers, such as site managers or senior site managers
In practice, Level 7 suits Project Managers who are effectively running the job at senior level, rather than managing delivery of one part of it.
Level 6 NVQ for Project Managers
The Level 6 NVQ Diploma in Construction Contracting Operations Management is designed for managers responsible for delivering construction operations within an agreed structure.
This typically applies where the Project Manager:
- Manages a defined part of a wider construction project
- Delivers work packages or contracts within an agreed programme
- Works within a strategy set by others
- Is accountable for operational delivery rather than overall project direction
Many Project Managers fall into this category, particularly on larger schemes where overall control sits with a Senior Project Manager, Construction Director or Operations Manager.
The key difference: scope of responsibility
Level 7 Project Managers
- Have senior oversight and control
- Shape programmes and delivery strategy
- Lead and coordinate the wider project team
- Carry responsibility for overall project outcomes
Level 6 Project Managers
- Deliver defined elements of a project
- Implement an existing programme and strategy
- Manage people, resources and subcontractors
- Are accountable for operational performance
This is why job title alone is not enough to choose the right NVQ. Two Project Managers on the same site can legitimately require different qualifications.
CSCS card outcome
Both the Level 6 and Level 7 NVQs provide access to the CSCS Black Manager Card, subject to passing the CITB Managers and Professionals HS&E Test.
Assessment approach
Both qualifications are assessed in the same practical way:
- Fully online assessment
- Based entirely on your real job role
- No written exams
- No classroom attendance
- Professional discussion with an assessor
- Supporting workplace evidence
Timescales depend on experience and availability. Some candidates complete quickly, often within 4 weeks, while others take longer. CADUK allows up to 12 months to complete if needed.
From an assessment and time commitment point of view, neither route is more demanding than the other. The difference is the level of responsibility being assessed.
CIOB membership routes
The Level 7 NVQ Diploma in Construction Senior Management provides access to a shorter route to CIOB membership, with support provided by CADUK throughout the application process.
The Level 6 NVQ Diploma in Construction Contracting Operations Management also provides a route to CIOB membership through the full professional review pathway.
Both routes are valid. Candidates should always check current CIOB requirements when applying.
Which should you choose?
Ask yourself these questions honestly:
- Am I responsible for the entire construction project, or just part of it?
- Do I set the programme, or work within one that already exists?
- Do I lead senior decision making, or focus on operational delivery?
- Am I accountable for overall project outcomes, or operational performance only?
If your role involves overall control and senior responsibility, Level 7 is usually appropriate.
If your role involves operational delivery within a wider structure, Level 6 is usually the correct route.
