The Level 7 Diploma in Strategic Health and Safety Management and Leadership is for senior health and safety professionals who lead organisational H&S strategy, influence safety culture, manage risk at a corporate level and oversee compliance across complex operations.
It is a recognised work-based qualification for experienced people already operating at a senior level. This may include setting health and safety strategy, reviewing management systems, reporting to senior leaders, leading audits and investigations, managing improvement plans and influencing health and safety performance across departments, projects or sites.
This qualification provides access to the Certified IOSH membership (CertIOSH) and enables candidates working in a construction-based role to apply for the Black CSCS card.
The assessment is based on the work you already do, using your normal evidence and structured one-to-one discussions with your assessor on Zoom. There are no written assignments, no exams and no classroom sessions.

The ProQual Level 7 Diploma in Occupational Health and Safety Management covers senior-level health and safety management, focusing on risk, systems, culture, leadership and business continuity.
It goes beyond routine inspections and basic compliance. It looks at how systems are developed, risks are evaluated, safety culture is improved, incidents are investigated, and decisions support wider business objectives.
You will also cover ISO-based management systems, strategic risk, crisis communication, sustainability, psychological health, digital technologies, incident causation, leadership development and business risk management.

Your assessor will support you throughout and confirm what evidence is suitable for the Level 7 assessment criteria.
Yes. This qualification provides a route toward Certified IOSH membership route, subject to IOSH’s current membership requirements. IOSH may require evidence of relevant experience and CPD as part of the application process.
Yes, where your role is construction-related, this NVQ can support a Black CSCS Manager Card application. You will also need to pass the CITB Health, Safety and Environment ‘Managers and Professionals’ (MAP) test.
